completion model: 5 years ago college funding switched from enrollment numbers to completion number which works well with job corps completion model.
don't have to live at the center, can live at home or on campus
are given a bi weekly stipend. get paid to go to school but are held accountable. have to meet financial requirement, minimum poverty guideline. about 75% of IHCC students meet this requirement. ottumwa has highest percent of teen pregnancies, domestic violence. there are 26 openings in the program. goal is to have a waiting list. pays for tuition books and fees. scholarship program not a loan. can be terminated/ there are meetings at mid and final term. must have 2.0 to keep financial aide. "it's up to the student"
